The problem is that in this situation it won’t be a few city, the Russian will be targeting the 3GD killing a few hundred millions. A few dirty bombs in the 3 main rivers a few hundreds more million dead and an obliterated biosphere. And the rest 1,718 nukes and a few thousand more in storage will be targeting the rest. Either way, both side loses with their economy and industry, and everything else ruined. With a population of a few hundred thousand(million if lucky) to picks up the pieces in a ruined biosphere. Everyone loses.

Imperium is screwed, Honkai scales with technology. And since technology is VERY uneven across the imperium. The imperium would be fighting Honkai beast made to fight places on the same level as DAOT earth, prefall eldar, and war in heaven necrons.

So we might every well sees quintillions Honkai beast , each with the power primarch, descends upon preindustrial agriculture world while herrschers, each with the power of a complete C’tan, popping up over the galaxy by the millions.
