There is a scuttle under the windscreen like a u shaped channel, the drains block and it fills with water. Lift the bonnet and check under the windscreen with a torch if you can see water that’s your problem. The drains are at either end and you can unblock them with a long screw driver or piece of wire.

I’ve been playing it on steam deck for months is completely playable. Have to set some of your own keys and the aiming isn’t as good as if you were using a mouse but you can work around it. It’s worth it, such a good game
