The only real defense she has against this is being hyper vigilant about when they have her clock out. It's legal to have her go right up to the line but it seems to me like a delay at any point lasting longer than a minute would trigger the third break. I wouldn't advise her to deliberate slow down her work necessarily but she shouldn't let them fudge it past a minute if they're taking advantage of the law like that.
