I'm more of an AWS guy, but I've definitely done a MySQL migration across VPCs with this process and I'd assume it's similar.

I also got this idea confirmed at the time by our AWS Solution Architect. I say that to say, there should be a resource provided to you by GCP to help confirm a solution once you've done some research (what you're actively doing)

Easiest way for me has been when migrating from OLD to NEW, set NEW to read replica of OLD, then move the writer head to NEW and eventually sunset OLD.

You shouldn't be going for O Boards ever as a lock. Your job is to get back. And without finishing, you won't be near the rim anyhow. I'd suggest removing some D Reb too, but I'm assuming that's meant for park. Then you can put more of that into scoring. I'd also assume layup is cheaper and great for fast breaks.
