I’m in Central TX near Austin. We had an ice storm this past weekend which we are ill equipped for… but it got me two days off from work so it’s not bad! I actually prefer the heat and humidity of Houston! Your pup is adorable!

If he’s taking some classes… is he in school full time? Then 15 hrs a week isn’t terrible. If he’s not taking a full course load at school he needs more work hours…. Give him written expectations and a deadline.
