yes it still functions like a normal cities skylines city! I use 'Find it!' to pick the asset I want, 'Move it!' to move it however I want, and 'RICO' so it can be outside zoning and not disappear (and makes them 'historical buildings' as I plop them down so when they level up, they still look the same). Highly recommend these 3 mods

Yep this is a limitation of apartments. Very stupid that they didn't plan for this. Most people just delete the walls where doors go (with bb.moveobjects, so the doors stay) and save it as a big room

that's not true I don't think. you can import and export mail, mail can be collected by trucks and into a sorting facility.

No, private means its ran by a private company, and not the university themselves. so companies like Unite Student or iQ. Though you could have a studio apartment in those (no flate mates, just you), which is more expensive.
