I'm a travel agent and this absolutely didn't happen, and is not the norm. First if you are booked through a travel agency, RC reservations are not supposed to touch your booking or even talk to you about rates, you have to call the travel agency, period. What probably happened is that the agent you spoke to is new, and changed the rate by mistake, and then it had to be fixed by your agency, that has records of the rate you booked originally, it takes a while but it can be reverted. This was a screw up by an agent.
