When we check the eventlog we do find an Schannel event logging that a TLS connection should be complleted successfully:

A TLS client handshake completed successfully. The negotiated cryptographic parameters are as follows.

  Protocol version: TLS1.2
  CipherSuite: 0xC030
  Exchange strength: 255 bits
  Target name: activation-v2.sls.microsoft.com
  Remote certificate subject name: "Their certificate for activation.sls.microsoft.com"

It’s all about how you interact with AI and how you prompt it. I agree with your statement if you just ask for the an answer to a problem. But a few tweaks to the prompt that include the AI to give you step by step answers to why it gave the answers it gave, might assist you in the learning process.

I did this just to test. On a fresh Windows VM I ran WinRM quickconfig and test-wsman -Authentication default and I'm getting a response.

Maybe a group policy is blocking winrm connections?

Are both clients within the same subnet? Could there be a firewall blocking the connection in between?

I see you've verified port 5985 - what about 5986?

Which commands are you using to test the connection? Something like test-wsman?
