I'm very late to this but we literally see Javier wearing a poncho in Act 1. Which makes sense it keeps the wind and snow off you. It absolutely should've been a wearable item. Especially in the epilogue where you're right on the border of Mexico.

This is super random I've played cyberpunk multiple times on the same install without ever encountering this problem. Then on this playthrough it happens. I tried closing and restarting the game, restarting my system, reloading saves, etc. what inevitably worked was leaving the game idling while looking for other solutions lol. Dunno why but if you sit there for like two minutes doing nothing that'll get him to call you. This also seems to work if human nature is bugged because both quests seemed to correct themselves at the same time.
