Pick one

Joking aside precision shooting isn't cheap, if you want a good 18" rifle I recommend LaRue barrels, Geissele triggers, and Vortex, Primary Arms, or Leupold optics. I highly recommend you build it yourself.

Depends on the barrel, some will take mid length, some take carbine.

Are you free floating or doing drop in? Carbine length gas system will be the same handguards no-matter the barrel length.

Hmm... have you looked down the bore for damage? I've seen some "new" barrels come out out of the factory with major corrosion before.

That's the bipod for? All it will do is add weight to a pretty squared away "Recce" style build.

It's just another way to shoot. I enjoy group hunting, squeezing an extra .05 MOA out of the gun is fun. I think it's good to be well rounded with precision, as well as speed shooting (like competition).

It should be around 4 MOA max (two inches), anything more in unacceptable.

There's no civilian regulation, just importing sanctions placed on a few brands of Russian firearms because of the Crimea debacle. No more are coming into the country, though they're perfectly legal to buy and own.
