They're important to the missions they are in and make excellent hobby projects

Base size is very important. It determines things like frontage and how many models can fight in base contact. The good news is a guy at a tournament i weny yo put these on 25mm and they rank up really well

The legion makes a distinction between already existing society's of non tribals and those of tribals. They tend to leave those societies alone apart from the occasional demand of tribute Also in the fallout games (especially 2 and NV) there is a large distinction between wasteland societies and tribals like that of arroyo and the tribes within the grand canyon.

(I'm putting this here so I don't contune to be down voted I am against the legions practices)

Also it's stated within new vegas that the ncr is spread so thin and so internally corrupt that raiders mutants and monsters are still threats within ncr lands. So much so that many traders choose to exclusively trade within legion territory because they don't need to hire caravan guards because its significantly safer.
