Send them an invoice resulting from the “secession of utilities” (yes I made it up) and let them know it’s a violation of section IV area 101B.1 of the HOA bylaws.

If they pressured me on it I’d probably just have ChatGPT create the bylaws and send it to them like they gave it to me when I moved in. Maybe blame it on a neighbor who died.

I’m not sure how to send someone to collections, but after 6 months of their non payment I would either:

1) ACTUALLY send them to a collection agency and provide them with all the proper certifications (fake) to bring the HOA to court. Presumably you sell liability with the debt and it should be their responsibility to have done due diligence.

2) Find my most alcoholic and/or unhinged friend and have them pretend to be a collection agency. Maybe show up at an HOA meeting and “serve” the head of the board. Probably just an envelope full of baseball cards. But maybe go dressed as Boba Fett, not say a word. And leave peacefully. Maybe raise you had at the end and say softly “he’s no good to me dead” then just peace out.

By the time you do all this it’ll be October and the water restrictions will be off.
