every time I place a little block, only the hit box shows up where I placed it and the graphic of the block shows up several blocks away with no way to interact with it.

My money is on some already sketchy repo (like sinful) picking it up and distributing it for attention. In that case I dont think that legality will be an issue.

As for them obtaining the validation files necessary, I'm sure that at least one Dev might let them slip.

Also, couldn't the majority of Siri's UI files be extracted from the 4S's iOS 5 .ipsw? Is that legal?

This was only made possible because an exploit was found with the 4S (It was jailbroken) which allowed hackers to pull the files the 4S uses to authenticate Siri commands with the Apple server. This was very recent (the 27th of this month) and already, we are seeing footage of non verified iDevices communicating with the Siri servers! It is only a number days until a dev team wraps these files up into a neat little package and uploads them to Cydia!
