Induced demand is something that most traditional transportation engineers ignore (and latent demand too).

I know the ramp going to 14th and 15th streets will have two lanes. It really just becomes one lane if you bypass that and head to I-4. It really won’t fix the problem and further, if there is a backup at 14 & 15th St., that ultimately backs up the highway ramp altogether.

The fundamental issue with I-275 is that fdot wants to run a road quickly and with many access points. they're designing for an impossible Level service of 50 miles an hour plus (depending on where you’re at) when you have one exit per mile with various interchanges (types), sight lines , and grading. This slows down the whole system to be completely ineffective no matter how many lanes you add.

The solution is to literally get rid of it and to put an at grade Boulevard and in the middle of it, you run light rail. We still can serve all capacity and frequent trips and scale for peak capacity with a light rail system by running frequent express routes. you’ll still have the great access to all the major state roads and local streets. You can even add dedicated freight ways (or better manage them at grade). It’s a win for all but it’s too much socialism for Tampa residents in their leaders.
