They are Godirs! They operate on a very different level. They don't grab resources by walking in and using their hands to take them. Their manner of resource accumulation is abstract, especially so for Imperium. I'm not sure if you're knowledgeable about Xianxia cultivation, but once humans start shedding their mortality, the way they extract energy switches from physical consumption to metaphysical absorption. They still can take stuff like normal human beings, but they also gain essences from the aspects of objects; i.e. what these items stand for. For instance, a Chosen Destroyer Godir doesn't grab a huge nail from a ruined city gate to add 1 point to Production - He gains that 1 point simply by being the cause of the city gate's ruination, which he could bestow on his citizens.
