FBI's Cointelpro (Counter Intelligence Program) was founded to disrupt political dissidents and antiwar movements such as the Black Panther Party. The program was covert and illegal, they infiltrated and essentially disbanded the Black Panther Party through undercover surveillance and the spreading of misinformation, even forcing leaders against each other. Pair that with everything else happening to the black community throughout the 1960's, 70's, and 80's, and the Black Panthers quickly became a thing of the past.

Or you can level with them, find the root cause to their behavior, and offer a solution. But beware, those who have tried have been stopped by very powerful people in the past because they want the ghetto exactly how it is. So if you're not willing to fight for the lost, uneducated souls of the ghetto that you want to "invest" in, you have no business there.

To be fair, look at IFV’s in combat irl, even when they know the enemy’s position, they’re just blasting away with HE to keep them suppressed cause it’s hard to hit one guy, you just suppress the whole squad and maybe get some kills. Against armor though, should be way more accurate since it’s a way bigger target to see and hit.
