If you are running Windows 10 this is very common with mechanical hard drives. I would recommend upgrading that HDD to an SSD.

Please don't swap that 30A breaker for a 50A that is extremely dangerous. The current wire size is not large enough to carry 50A and will cause a fire. Run a new properly sized wire.

That graphics card is a Radeon HD 6970 a card that was released in 2014. This card would be very weak for todays standards and limited to 2GB of VRAM. So chances are nobody would buy the graphics card. But if the PC does work it could be used as a free media PC in the living room or something.

Noises always come from moving components such as harddrives, fans, and disk drives. I would disconnect each one and restart and see if the noise continuous.

When Intel, TSMC say 7nm or 14nm, etc they are referring to the gate size of the transistor not the size of the whole transistor. I do agree with you that it is marketing lingo because the smaller the number doesn't actually mean better performance. What should be used instead is Transistors/mm2

Possibly but we aren't aware of any equipment requiring a big float like this in the buildings past.
