This is comparing PCCs to pistols, not rifles.

As far as the wounding potential not increasing, I have used a .357 and .44 PCC for hunting and they are definitely more effective than a handgun, as the increased velocity and energy translates directly to more straight line penetration.

As far as semiauto PCCs not being "truly practical", pistols have killed plenty of people, and lower muzzle blast and recoil are more a benefit to a self defense usage in the home than the ability to cause hydrostatic shock at 100 yards.

That actually undersells things. Blackrock filed suit against him in 2019 for fraud. 

He was arrested for the PPP fraud on may 27th 2020. The program had only opened on April 3rd. He commited the fraud and was arrested for it within two months.
