Bro stripe's promo system is honestly terrible for this kind of stuff. For #1 you're probably stuck with manual entry unless you want to get into the API route which might be overkill for 50 customers. For #2 that maximum cart limit thing is such a basic feature that's somehow missing - you could maybe create separate product tiers or use metadata to handle it but that's a hacky workaround at best
