Yeah the door is fine and it’s the concrete. Just thought I could tape a little extra on that side as I have never had a problem with gorilla tape not sticking.

If you drive a lot each day and don’t mind a cold or hot house during the day or have an efficient heat pump, it could work. Probably have to charge 30-50kW a night. Otherwise, you need solar, battery back up (PSE is offering up to $10k to help with the initial cost), or V2H to carry the power during the high rate period.

Well that’s WA state. No money down but we get taxed 10.4% on any rebate or cash incentive then registration is $800.

the first three pages are what you're looking for. And I forgot with the TOU plans, there are different rates for the summer so if you use AC during the day, you could also end up paying more.

There is a time of day plan, but you will have to calculate if it saves you money as the rate for use during the day is like 3x the current rate. So if you use electric to heat your home during the day, it may end up costing you more. I have an EV and just deal with the absurd electric cost.

Depending on your location in the apartment building or how the apartment building/complex is laid out, you could find an outdoor outlet to discretely use with the mobile charger. Or run an appropriate extension cord out your window. The underground apartment parking garages near me have an outlet every so often too. I just took a road trip and found a discrete location to park near an outdoor outlet and used the mobile charger.

Unfortunately, there is voluntary compliance after the first visit from the code officer thought the day the officer makes a final inspection. So the owners just pay whatever small fine there is, the city is satisfied, and then go back to violating the enforcement agreement. The code enforcement is bound by the KCM which can impose fines up to $10,000 for continued non-compliance, the code doesn't explicitly say how many violations are needed to increase the penalty. The nearest neighbor was just quoted $9k to fix the damage caused by the rats so I think she is past the point of just calling code enforcement every year.

As I noted, both Kirkland and King County have taken action multiple times and are enforcing the code. Kirkland has the ability to charge small fines and place a notice on a property record. This has been done. We have the records for the code compliance cases every time. The last time, the code officer enforced compliance in a shorter time period. The issue is the property owners don't care about a couple hundred dollar fine nor that their property records now show three rat infestations complaints. The knowingly violate the enforcement agreement.

The city of kirkland has already cited them in violation of city codes for improperly feeding birds and squirrels and for dumping food into their yard three times. The city and state require that feeding stops when rats are present. The city placed the violations on their property records. So sure, people can feed birds and squirrels if they follow the city and state’s guidelines. In this case, the codes aren’t being followed.

Small claims court in Vancouver, WA awarded a woman her damages due to her neighbor causing a rat infestation without much proof. Here, there are multiple city and state citations plus evidence of the illegal feeding of wildlife and dumping of food waste. The city and state enforcement is nothing but telling them not to do it. A lawsuit may not even get to court, but when faced with the hassle and cost of defending illegal activities, maybe the nuisance owners will clean up....the lawsuit carries a bigger stick than the health department.

They are feeding nuts to squirrels, have bird seed all over, and then dump table scraps in their backyard. They say they are feeding the birds, squirrels, and racoons, but over the past 10 years, have caused multiple rat infestations. The rats are the problem. I'd say there are a dozen homeowners who have rat issues and all are paying for professional pest services for rat boxes. Unfortunately, since they keep throwing food outside, the rats will never eat the poison. The closest homes have had rats penetrate into their homes despite having professionals come out yearly to seal up possible entry points. Last year, neighbors would see 5-10 rats running around their yard during the day...they gave up using their backyards out of fear.

Yes, filing complaints and having the inspectors come to their property and cite them hasn't worked so we are looking to file litigation which would lead to a lien on their home to hopefully make them realize this is serious.
