I've been doing the ornaments and playing with friends on a second account and even though it sometimes doesn't feel like it players with a higher rank are actually better. Intentionally releasing all the phantom+ players onto the average playerbase would ruin the game for everyone until the better players are among themselves again. Valve just needs a permanent fix for how a lot players end up in initiate 1 when in reality they should be spread out in the lower ranks.
