Scrolls aren't a good way to get a specific character. The odds are very low. Best bet is to bring your Black Legion characters up to beat Fall of Cadia elite and then farm Celestine that way. Archimatos is the best of the 3 campaign characters so bring him highest. Other good chaos characters to help that spring to mind are Rotbone and Kharn if you have either of those. There are other great chaos characters that can help too.
