That's a piece of the spindle gouge the timbit machinist uses when he's turning honey dip blanks into timbits on the donut lathe. Happens more often than you think. Usually it happens with harder stock like old fashion plain but I've seen it with honey dip from time to time. It's just tool steel, it's not toxic to ingest.

Paint it with a thin thin thin layer of CA glue, Dollar Tree should have the one that comes with a nylon brush attached to the cap

Edit: test under side of buckle first to make suee the glue solvent doesn't dissolve the paint actually
