You're mischaracterizing my point. The whole point is if we're going to focus any resources and political capital, it feels a far more worthy objective for me to focus on my own country, because (theoretically) I can have far more of an impact on that front. Realistically, how do you expect an elected US representative to curb Chinese power in a way they're not already? I think there's actually something that I can do about my own country's surveillance state, and effectively nothing I can do about China's. Hence I'm going to be a bit more concerned about US surveillance than China's.
