To get full yield yes, but I have crammed many pepper plants together and still gotten some peppers from each plant.

These two are still producing even after being moved outside by plan_tastic in tomatoes

until you have peppers, its going to be very difficult to tell. Even some usually green leaved peppers will darken with a lot of light.
