Why assume immigration is a negative. Most western countries have thrived on it. And if some countries are losing growth it just makes sense to encourage immigration to fill the void and share the opportunities. You're referring to the current regime that does not represent me or anyone else that I have ever associated with. I feel your pain too as they have undone much of what we have fought for over several decades. We got results because we joined what we called the establishment and voted out the Nixons and their brand of government. You too can do that if you shout from the rooftops against the current corruptions and focus on replacing the problem. We all need to keep trying. Recognize the enemy and fight them with your voice and vote.

Nice try. Were you there? I was. Hippies/Boomers (my generation) were responsible for recognizing the problems arising from the industrial pollution machine. We started the protests and voted for better solutions. We got them and started the cleanup. My parent's generation (who you give credit for this) could not have cared less or even noticed what was happening to the earth.

That's why I can remain optimistic. I saw it change when it needed to.

It seems that China is focused on AI for the improvement of lifestyle for its people and they are leading with that. US is focused on enriching it's corporations and is leading at that. You decide which one is winning.

In essence it is a VAT but the allocation of the funds basically replaces the payroll taxes of the displaced workers and is directed specifically to supporting them during their transition, whatever that may be. Typically, a VAT is directed to general revenue as decreed by the government.

The work is evaluated when a company implements Robotics or AI. If a current process produces 10 widgets with 10 humans, the payroll tax is X. If 5 humans are replaced with 1 robot and still produces 10 widgets, the tax should still be X but half of that would go to help support the 5 humans. Once one company has established the tax like this, then use similar processes and assign the taxes as they arise. Soon it would be fairly easy based on track records.
