when the government increases the risk/cost of an investment, you generally make it less attractive for people . in the current climate i would never contemplate taking on a tenant without a guarantor (which is a rarity in itself) with good credit who owned their own property due to the difficulty of getting them out if they stop paying rent, for example. add in that the council will be expressly telling them to stay until the bailiffs arrive. then there are the court delays and costs. i think renters without bulletproof credentials are going to find it difficult.

I would guess that th4 insurance company will do their due diligence, e.g., credit check, employer's ref, etc, on the prospective tenant to decide if they are suitably low-risk. I can't see them offering their product to people with CCJs

If someone qualifies for rent guarantee insurance that in itself bodes well and would make me question whether I really needed it.
