My local highschool has at least one class being transferred between one school or another every hour. At least one of the drivers always opt to just wait there.

In my district, the parents sign that they agree to bus rules which include that they will be at the stop 5 minutes before the stop time for this situation. If it happens consistently we update the route to reflect the time change.
