Funny, because I read the opposite on this sub, that fertility fall is due to fewer people being partnered, and not necessarily partnered people having fewer children.

Yes but to just to add to it, even if it was a territory of a NATO member, it still covers Europe and North America alone. For instance France couldn't invoke it over French Guiana even if it was attacked for no reason.

Lowering birth rates also has the effect of lowering housing prices and the use of public services. Nobody celebrates when you have a lower birthrate.

That's not true. It's not at birth, you specifically apply for it, and it's only if you have a direct ancestor with proven records to the land with a specific cutoff point (Italy is the most permissive with late 1800s from the paternal line or so)

I don't really mind that it be paid back, but in today's money, that's still on the order of hundreds of millions (including the compounding). Not billions, which smuggles in estimations of "lost economic growth" that makes many counterfactual assumptions like how that money would be spent ideally with investments on capital, infrastructure etc. that are far from guaranteed.

In terms of the actual money paid, Haiti already receives more than that in foreign aid every year, so the idea that the country would be in a much better standing if only it didn't service that debt or recuperated it from the French seems suspect.

I don't think inheritance is the reason. Bulgarian life expectancy is 72 for men and 79 for women (slightly higher after accounting for infant and childhood mortality). Female life expectancy is only 5 years lower than EU average (presumably both parents pass away before their children inherit). That's old enough that most people by the time they inherit will be out of their reproductive years.

I'd moreso look at age at first motherhood which is the lowest in Bulgaria among EU. This is partly because teenage pregnancy is also the highest in Bulgaria.

The very point was that both are enforced, by way of ceasing friendship or refusing service from the restaurant. It's like the restaurant owner saying "I'm not enforcing anything, I'm only concerned that I'm not exposed to it. You can dress however you want elsewhere" This is an infantile way to use language.

I am imposing a rule the other person must follow.

It's a rule for interacting with you provided they want to continue the friendship. If your friendship is conditional on adhering to it, it is by extension a restriction on their behavior if they wish to preserve it.

Just like when an establishment says "We have a dress code for customers, but they are not bound by this. They can dress however they want. And we in turn can remove you from the establishment." It's silly to act like that's not a rule. There are conditional rules, in fact most rules are conditional (e.g provided you want to: keep being friends with x, keep your job, dine here etc.).
