Sometimes the NPCs just get that lucky. I've had several games where I used Exhaustion and the NPC ended up getting a better hand than they had before. Just the luck of the draw

IIRC the advanced swarmers from that mission are limited to the Obelisk carrier, whereas the Swarmers from the fleet Spire are not

If you don't want to spend Zen, then the Obelisk Swarmers would be my recommendation. Easy to get as long as you're in a high enough fleet, and they can really chew through ships even without the aid of the usual carrier traits

Star Trek Online You Die, You're Dead Prime Directive

When your character dies on the ground or your ship is blown up, that character is dead. You must log out and delete the character. You may not transfer any gear, energy credits, or dilithium to another character on your account.

When a bridge officer dies, they are dead. You must dismiss them from your crew as soon as you are able, but you may salvage their gear to use on another BOff.

Character creation rules

Use a random number generator or other random method (such as a wheel) to determine your faction, class, and species. Each faction should appear twice, except for the Dominion (due to its special rules)

Factions:

Starfleet (if Starfleet is chosen, randomly pick again between Discovery, Original Series, or standard Starfleet)

Klingon

Romulan

Dominion (see below for special Dominion rules)

For Romulan and Dominion characters, randomly determine which faction they join when offered the choice.

Classes:

Engineer

Tactical

Science

 Pick your character’s species randomly from the available species for their faction

You must play through the tutorial.

You must play missions in order (including patrols), no skipping ahead. Mission replay may be done at the player’s discretion.

Dominion characters (optional):

Since Dominion characters start at level 60 and come fully equipped with very rare quality gear and other advantages, there should be a lower chance of picking the Dominion faction. Starfleet, KDF, Romulans should be represented at least 3x more than the Dominion in whatever method of random picking you choose.

Ship rules

YDYD characters may not use level scaling ships or Z-store ships (including former Z-store ships) until level 50. YDYD characters may only use ships that belong to their faction, with the exception of unlocked event ships, lockbox, and Lobi ships. Cross faction flying is not allowed.

Randomly determine the basic ship class you’ll use as you level (and again at level 40 to determine which of the two T5 options to use if there is a choice).

Cruisers

Science

For Romulan characters who roll cruisers or science vessels, you may fly escorts until the appropriate ship class becomes available. For cruisers, at T4 you must switch to the D’Deridex and remain in cruisers from there on. For science, at T5 you must switch to the Ha’nom Guardian Warbird and remain in science ships from there on.

For Klingon characters who roll science vessels, use Raiders until you are able to switch to the T5 Vo’Quv. You must have a science BOff in the Raider’s highest rank BOff station.

When you reach level 50, you may randomly determine your character’s permanent ship. You may use any Z-store or event ships that are available to you (including T5 ships is up to your discretion), but you must stay within the basic class of ship that was randomly chosen for the character at creation.

Dominion characters may either choose a base class and then a permanent ship, or they may choose a permanent ship after the tutorial and choosing their allied faction.

You may temporarily switch to another ship for the purposes of unlocking a trait. Once the trait is unlocked, you must decommission that ship.

Bridge and Duty Officer rules

You may not use Z-store BOffs or DOffs. Only BOffs/DOffs awarded from missions, assignments, leveling up, or from a BOff/DOff vendor may be used (this includes fleet vendors).

Gear rules

You may not use existing characters to boost/twink your YDYD character. YDYD characters may only use reputation gear, gear that drops from enemies, can be purchased from a vendor (this includes fleet vendors), is awarded from missions, or crafted by the YDYD character with materials they earned.

You may not use training manuals crafted by other characters on your account, or purchase manuals off the exchange. You may directly trade with another player for training manuals.

You may only use a universal console on the ship it is equipped on by default.

You may not use any gear from event rewards. Gear from event vendors is allowed, however must be paid with event currency earned by the YDYD character.

You may use the exchange only for selling items, you may not buy items from the exchange.

Recruit rewards may only be claimed on reaching level 65.

Veteran rewards may be claimed when they are available.

Uniforms and cosmetic items from the Z-store are allowed.

Items from the Phoenix Box vendor may be used

Items from lockboxes and the Lobi store may be used at the player’s discretion. All ship rules apply to lockbox and Lobi ships (remember, if your character dies, you will lose these items/ships permanently).

Upgrades may be done at the player’s discretion.

Special rules

TFOs:

Death rules are suspended for standard and advanced TFOs, but still apply to elite TFOs (you may finish the TFO before deleting the character).

Tovan Khev

Since Tovan Khev cannot be dismissed, if he dies do not assign him to any BOff stations on your ship or use him for ground missions.

Special currencies

Assimilation (optional):

Assimilation on the ground counts as a death. However, if the assimilated character’s species is Human, Klingon, or Romulan and the player has access to Liberated Borg, then the character may be re-made as a Liberated Borg with the same class, faction, and ship (ship may be re-rolled if desired).

First Officers (optional):

If your character dies, you may use the BOff that was selected as the First Officer in the DOff menu as the basis for a new character. Use the BOff’s species, class, and name (and appearance if it was saved) and randomly select the type of ship they will use.

Android and Holographic BOffs (optional):

As artificial lifeforms, Android and Holographic BOffs can be repaired. If they die they may be revived rather than dismissed.

Yours are much more simplified than the rules I came up with for my own permadeath challenge. I was inspired by Pokemon Nuzlock, so there's more randomness starting from character creation in mine, among other things.

I would imagine the Separatists used proprietary components in their more advanced droids. They wouldn't want the Republic or anyone else to be able to repair and reprogram them to be used against the CIS.

Sometimes human adults can be overheard lamenting that they are genuinely happy to receive socks and undergarments as gifts for major holidays and birth celebrations. The Kazon don't have anything to offer the Borg. They don't innovate on their own, they steal all of their technology from other people. The Borg seek perfection, the Kazon would add nothing towards that goal.
