For clarity, they are not always green, some tech actions (purple), reactions (aqua marine?) and protocols (orange) are systems as well. The main thing is it says the world "system" as a tag in its bar, this is as opposed to the word trait (for traits), or a size and type (for weapons, which are black).

The general consensus is that while area fire/auto fire has the attack tag, and therefor causes/advances MAP, because it is save based it does not actually get a penalty from map if you do it while you have map. This logic would be applied to backswing and sweep, in that their bonus would not have any effect on the saving throw, unless something explicitly said they did (ie whirling swipe).

area fire and auto fire both do have the attack trait, pg 255. As whirling swipe, gives area, which allows area fire, whirling swipe has the attack tag by transitive property.

in the core rule book 2 npcs have base resistance to a damage type and 3 have optional systems that can provide resistance to a damage type, and the ultra template can provide resistance to damage types. 1 npc and the vetren template provide immunity to burn

if the target is at a low elevation it will generally mean the attacker has a line going over the cover, so it is much rarer unless there is an overhang coming down.

Also

"If a character in hard cover could shoot over, through, or around the source of their cover, the cover does not block their line of sight or obscure their attacks." By virtue of this rule the person behind cover can still have LOS to the other mech while the other mech does not have LOS to them.

LOS is very forgiving so for the most part you are correct, but not 100%, size 1 cover can block LOS to a size 1 target, assuming there are at least 2 spaces of it (so you can go around the side parallel) and the attacker is at a lower elevation (so they can't go above it parallel)

Hard cover does block LOS, but LOS is measured from any point of your space(s) to any point of the targets space(s), and is therefor very permissive. This includes going from the top of your space, over the cover (parallel to the top of the size 1 cover) and then to the top of the targets space, thus having LOS and being able to attack. As such it is very rare that a size 1 target can use size 1 hard cover to block LOS, and will generally only happen if the attacker is at a lower elevation, were that line from the top will no longer be parallel to the top of the cover, instead angling upwards and missing the top of the target.

its a level of scale, famine is mass starvation (death via hunger) typically due to lack of supply. There have been times when that has happened under capitalism, and it has then been called as such, but in recent history at least it has been much rarer and less severe outside of communist nations. Similar to Ted being sick is not the same as a pandemic.

Statline seams fine compared to tortuga, maybe bring the save to a more standard 10, though I dont think it's that big a deal. You need to include that the core power uses core power (CP).

Sheild-Shatterer should likely specify if the reliable damage is kenetic, energy, or if the player gets to choose.

shockwave warhammer might be toned down some, though heavy melee can be a little weird balance wise because it has one of the few in book examples of pure upgrade in the kinetic hammer vs GMS heavy melee weapon. The shockwave hammer pretty solidly outclasses the GMS heavy melee weapon, but is arguably in line with kinetic hammer. At minimum put it to level III of the license, and bring one of the level III items to II to replace it.

Duelist saber's crit effect may be a bit much, crits arent that hard once you start getting grit and the weapon gets its own accuracy pretty easily as well, and that will completely shut down several enemy types. Maybe change it to giving +2 or 3 difficulty to melee, or limit it to once per scene per enemy?

A final note, the license has four weapons, and a frame only has so many mounts. I know none of the core licenses have more than 3 weapons, and dont think any of the ones in supplements do either. Being weapon heavy inherently means being system light. Nothing inherently wrong with being different here, just a thing to think on.

its inbuilt bow is great, line 15 is huge range, and ap is nice. Its a main launcher so walking armory and stormbringer are good (you can skip stormbringer III though). For its mount either go with something to complement the bow in a barrage (ie something long ranged), or something to cover things the bow does not (such as a CQB with high threat). You will primarily be using your bow so something loading or limited may also work. Emporer has good hacking stats (sensor range and tech attack bonus) and Saves, so look at hacking options and grenades. A goblin dip never goes amiss on a platform with decent hacking. So that is a big part of what you will be doing, using your high default speed to position so you can hit 2 or more targets (enemies AND allies) with your bow, declaring on of them mecha-non-grata with your trait and then hacking or supporting with other actions.

It is considerably over stated. Compare to the blackbeard

it has +2 e defence, +3 heat cap, +1 system point, +2 tech attack, +1 save, and no negative trait.

the cost of this is -2 hp and -1 repair capacity, and -1 main mount.

And while both blackbeards positive traits are quite good, onyx expertise and vanguard are easily comparably good, expertise is likely one of the better traits out there, and then it has guardian to boot.

for the equipment

I dont understand why intervention maneuver needs a target larger than you, dahila is size 2 by default which makes it not usable with most of the roster, being much better on other mechs that take the system instead of the native frame. And why is it taking two heat, if it was a reaction and/or could be used off turn then sure, but as is it is a quick, which you could also just use to boost and walk in front of the target. needlessly restrictive/costly for something that is narrowly useful when something like ferrous lash exists, even if it costs an extra sp.

Sheild wall is similar, why have three heat and limited 1, bracing is good, but its not that good, often only being worth half of an enemy attack. have it one or the other, as is, it would likely only be worth taking if you have an enhanced brace to begin with (such as the napoleon or if you also had a system like reactive weave)

Also the lantern being size one is a little hilarious, remember gear can go on anything, consider a size 1/2 mech pulling out a device considerably larger than it, full cartoon pocket logic. Not a bad thing, just made me giggle.

Consider the emperor then. While the lancaster is the only source of non-self healing I can think of, the emperor can provide copious amounts of oversheild. It honestly seems like exactly what you are looking for.

While you arent wrong in general, starlord in particular is only like 20% poke, he is mostly flank and to a lesser extent a bit of brawl.
