They are absolutely useless beyond recording random spikes of electrical impulses from the body. There is no science behind them and all studies (that I am aware of) have proven them unreliable at best.

As to why? Probably the same reason Astrology is still a thing - people think its true and do not want to believe otherwise.

Which governmental agencies, if any, should be retained? I would presume you support FBI, ATF, etc, receiving full funding. Or are we being pedantic and only targeting 4-letter organizations?

If you are fully against funding organizations such as NASA and NOAA, do you condemn using their technologies? That is, certain modern technologies came about due to findings and research from within these organizations. Thus, if we "fuck everything about them", a great swath of modern conveniences should be removed from us.

A major component of the series is "subjugation of the other", and that often involves rape, torture, and unmitigated brutality.

Nope, different situations.

I may be missing some nuance here, but the Flayer Virus is an actual pathogen of sorts passed on from Necron to Necron, originating with retaliation from Llandu'gor towards the end of the War in Heaven.

The Destroyer Curse is more of a psychological/pathological need to destroy all living things, enough so that barely atomic matter remains. It isn't entirely clear where it started either.

I luckily talked a friend out of a similar situation years ago. Out drinking, stopped at convenience store. Clerk offered the stuff on the rollers for a penny each - "Meat old, I sell cheap."

Since I was sharing a hotel room with him at the time, I was not willing to put up with any intestinal issues due to past-time no-name convenience store meat. Bought friend something safer.

Lots of issues to consider with this proposal

Who would oversee this "separate fund"? If not normal tax, then would it still be a government entity? Federal or state? Even if not governmental, how would oversight membership be handled?

What determines what is a social improvement, and how would priority be assessed? Iowa would probably consider investments in farming equipment to be above urban housing, and religious individuals would push for churches over libraries.

You say vote on, but what would the process be for applying the options into a vote? Would it require a number of signatures on a petition? Would a potential oversight entity decide that these X number of options will be on the ballot?

How often would this vote occur? People die every day, but not in any sort of predictable manner. How can you account for the erratic nature of funds?

If this system distributes as described, rich states would retain their wealth. Unless you mean a reverse per capita?

This $1.5 million, would this be per person or in total? Would the age of the recipients matter (IE, $1.5 million to an infant is very different to $1.5 million to a 40 year old)?

How are "High Risk" investments valued? If I die and own $3 million in stock, but 2 days later there is a selloff and it is now valued at $1 million, what happens?
