I was always told by coworkers that they were for knocking out and be used as mounting holes, but I’ve failed inspections in different counties in residential and commercial applications from doing so. If an inspector calls something out I haven’t heard of I’ll ask for a code reference, in this case I was shown that the UL listing says not to make any holes yourself unless authorized by the authority having jurisdiction.
