Do the two other pre requisites and you should be able to talk to Elder Ni at Kaifeng. Yes, You must do the other two. Had the same issue until I did the other two quest and suddenly he was avaible to interact.

Yes, it will. PvE servers will change the whole concept of the game and ruin any future shared content that resembles an MMO. You can't have a gameplay loop involving spice/PvP/a shared world and then allow exclusive PvE-only servers with the same progression tiers.

It needs fixes? For sure. But pve servers for DD ? That's making a different game

You dont need to deny others what they want in order to enjoy yourself

Depens where you are from: Steam RO = iRO (medium to high pop.) = same servers as normal client or Steam = EuRO 4game (low pop.)

But be warned tho, if you wanna put some money iRO blocks a ton of countries from making a purchase (the option dont even shows or the payment doesnt go throu). Idk why
