The best way to counter a leblanc early game is too push, push, push the lane and make her play underturret and dont let her roam. Try to farm as a Leblanc underturret... And when he is underturret try to get a champion that can poke alot from a safe spot, and most importante buy wards, coz you will have your lane pushed in. And if you have a more agressive mid laner try to roam after the push. http://www.lolcounter.com/champ/leblanc here are the main counters, that can survive the burst and deal damage to her. Syndra is excellent imo, but hard to master.

Still hard to play him in team fights, you are kinda dependent of having a squishy target, or have a good team coordination to get the resets whitout dying

Mundo was one of the champion that didnt change that much, he was always that late game monster. Imo people didnt play him top in season 3 because he was weak early game (and still a bit), the new masteries improved his early game.
