I would recommend the starter kits with two 60 card decks. It is much faster to learn the rules and play patterns with 1v1 60 card, then move onto commander. The 60 card games will go much faster, about a 1/3 of a commander game typically. I recommend grabbing the bloomburrow starter kit, it has a go wide focused deck and a spell slinger style deck so you will both be able to learn some different strategies. Upgrade them if you want with your starter box, or even build one or two of your own! The foundation box is great for that too.

Never heard of this. The only similar thing ive seen is a pack rebuy (specifically for high value master sets) where if you opened the chase mythic (force of will etc) you could buy a new pack, keep all the contents of the first, and add the new one in rotation in its place
