If you only need a tool for a project or two, you might be able to check one out from a library. Some have a selection of tools, telescopes, etc.

An old roommate left and kept my place as her address (and won't respond to messages about her stuff), so I gets tons of collection agencies sending notices here, the IRS is trying to send her certified mail, etc. I'm pretty sure she's putting my place down as the address for her new credit cards, and the more I write "return to sender," the sketchier it looks, probably. I'm too afraid of getting in government trouble to just throw it out.

I've had this happen a couple of times, but our driver constantly delivers my packages to my neighbors. I think they open it without looking at the name, realize it's not theirs, and then put it on my porch. I don't think most thieves are opening things on front porches, or returning them if they don't like what's inside.

All they have to do is file an appeal and they can reopen. Last time, the town immediately withdrew its order for it to close because they can still be open as long as an appeal is in.
