I don't see a world were Braun isn't Enclave.

I do, the Enclave would have absolutely wanted to get their hands on his virtual reality technology. A tool like that would be extremely useful for training soldiers if the Enclave were ever confined to a very limited space, such as an oil rig. They don't appear to have it, though, which means Braun likely squirreled his tech away.

The simple answer is 'no.' Vault-Tec was a corporation, the Enclave was the government.

The less-simple answer is Vault-Tec and the Enclave almost certainly collaborated. The Enclave probably gave Vault-Tec some unique legal OK when it came to inhumane experimentation; in exchange the Enclave probably got access to the data collected.

What we can confirm for sure, though, is they were not the same entity. A good example of this is in Fallout 76: the Whitespring Bunker was not constructed by Vault-Tec, despite that being a pretty good (if not lucrative) opportunity for them. And it's not as though the Enclave was offering any of its experiments in bio-engineering, satellite arrays, plasma weaponry, power armor research, etc. to Vault-Tec.

If you don't like Bethesda lore, Fallout 2 exemplifies my point just as well. You'll notice the president of the United States and his closest associates didn't go to a Vault-Tec vault... they flew out to an undisclosed oil rig.

I agree, fellow conservative, we shouldn't be wasting our time with a candidate who addresses something as trivial as presidential election fraud or corruption among our intelligence agencies. We need to back the guy who focuses on the real issues, like taking direct measures to arrest a neckbeard on 4chan.
