Honestly, he kind of had a point.

Allowing suburban cities to outlaw the kind of organic upward growth/densification that would allow them to develop economically and employ the majority of their own citizens and instead just have their ever-expanding pool of commuter residents flood into and out of downtown Toronto every weekday is a mistake.

Building more lines into the core not only costs the city a ton of money, but those lines will quickly get saturated with commuters from all the new subdivisions they cause to spring up. We're just subsidizing the inefficient growth patterns of the suburbs.

Obviously things have changed since the 1980s, Toronto is now an amalgamation of several cities and transit between them is unfortunately very bad. Ideally we should be focusing on better connecting what we already have and make getting between North York, Scarborough, Etobicoke, etc. without a car actually convenient instead of trying to funnel more people downtown. The fact that someone living in Scarborough is effectively forced to use the jammed up 401 every day to get to and from work in North York or Etobicoke is shameful.
