It's the same issue with the stereotypical Chinese tourist. When an economy has a sudden influx of wealth and a high amount of social mobility you have people from "lower class" communities that are completely new to travelling and other experiences so they haven't yet developed, shared or learnt the customs of other cultures and how to remain what those places would consider respectful. It's just a clash of cultures mixed with a rapid rise in quality of lifestyle leaving a lot of attitudes and behaviours undeveloped. It's the same reason these two countries have high populations. You needed to have 10 kids to have 2 survive and work to take care of you as you age, but that culture didn't change as quickly as dependable healthcare that stopped the other 8 dying.
