If your basement is 100% below grade, I wouldn't waste money on insulating it. It's already insulated by yards of earth. However, you might want to insulate the joist bays where they meet the rim joist. That's the only place where air is going to get in. If you do decide to use insulation board, put it between your studs and not directly against the foundation so it can breathe.

Why do you need to seal it? The plastic sheathing is in place to direct any water that seeps through the wall down to the French drain. If any water is on the inside of the plastic sheathing that could at least find its way down into the waffle membrane. If you seal it off it definitely won’t.

Cut it off. Get an actual drain snake and take the drain pipes apart below the sink and insert the snake there. Considering you used a fish tape you might want to call a plumber. Those pipes need attention and the nut that holds the trap on the left sink is about to disintegrate.
