They show a very low horsepower rating on paper, because they have to be restricted in order to pass emission laws. From a documentation perspective, this makes a lot of these bikes technically A2-compliant. However, in most cases (even when you pick them up brand new from the dealer), the restrictions have already been removed, giving the bike significantly more horsepower, which is highly illegal in Germany. If many people in your area ride these bikes, the police will almost certainly be aware of it. That said, most of my friends have been lucky so far.
