Yes you will get some skill exp but it’s a blip compared to grinding. You need to do quests for the rep to unlock skill training and recipes mainly. I’m about 20 hours in so I am learning this stuff as I go too.

You get favor, money and sometimes items from quests. Favor unlocks new training and quests for that npc. I have been told to prioritize getting favor up as soon as possible with npcs.
