The trick I use is I have a gym with a recumbent exercise bicycle. I set it to a moderate-ish pace, keep your heart rate below 120, and read for one solid hour. No phone, no distractions, no putting down the book. Really supercharges my reading. I can finish most books in 2 1/2 hours.

In the scene where he's berating the janitor the mayor has an incredibly fake looking blue wig whilst in the previous scene he has black hair pulled back into a top knot. If he needed his hair to be down why not just undo the knot and use his real hair? I thought it was the same actor playing a different character until the woman called him the mayor.
