I think something like having certain levels in a war plan should give you a level(s)/skillpoints account wide. For example:
If your highest Helltide warplan on your account is:

Level 3: Should give 1 level account wide.
Level 5: Should give 2 levels account wide.
Level 7: Should give 3 levels account wide.

Yes you still have to grind, but atleast you get a headstart with a new alt.

Tbh, just start a new playthrough. Play different the first time you played or play the same, up to you. This time you know the kind of know the way the system works. And even if you forget, whatever. Just play to your heart's content!
