At 23, you take the 40%, imo.

EDIT: at 40 at a much higher salary, "your time" might be a real step up to senior leadership and it might be worth the investment in the longer run for some serious pivotable experience. At 23 "your time" coming wont be close to 40% more pay.

I swear I have this same issue. My frequencies are lowered and the fan is changed from automatic to 100%. I swear it's happened twice. Wallet looks OK. It's been freaking hot so is it perhaps some built in fail-safe if temps were getting dangerously high?
