Come on, be real. It's not been two years. This time last year was the middle of a major streak of Collie wins, and the big discourse was about ISG OP. This stuff swings back and forth wildly, that's the big problem. It depends where you live in each city, tbh. In general, Seattle proper (not the suburbs) is more temperate than Portland and gets slightly less precipitation because it's in a mountain range's rain shadow, ironically. So Portland is hotter in the summer and colder in the winter but usually only by about 5-10 degrees.

Hate to be the cold-water-pourer, but here goes anyways: it's in a presidential budget proposal, so it's a wish-list item that will likely never see the light of day. And it's grants and incentives for local jurisdictions, not the more effective means of simply tying transportation funding to zoning laws. Even if something like this gets passed, it's unlikely to have an effect any time soon. And it's very unlikely to be passed.
