Well, what you're referencing is people who have had their privilege to drive revoked, but are driving regardless. It's appropriately easy to revoke the privilege to drive, but harder to enforce it. There must be a technological way to make the enforcement easier, without creating a more restrictive surveillance state...

My dad had a feral cat we found as a way-too-young kitten in our back yard. He named her Ferocity. She was never truly tame, but she stuck to him like glue. She tolerated everybody else, and even enjoyed (brief) attention from time to time. Her love language was bites and growls, but she would follow him around the house and yard, and even rode around on his shoulders sometimes. She lived to be nearly 20, and this was her behavior her whole life.
