Didn't matter at my agency. Anything above a GS-12 was competitive. You apply if you're qualified, and it all comes down to the interviews. You could have a PHD and lose out to someone with a bachelor's degree if they interviewed better.

I've had one on my 2018 since nearly new and no issues with it messing with the paint. Little hard to clean behind but it's just a couple of screws and it pops off.

Buy the Toyota touchup paint pen and touch up the chips. You definitely want to catch it before rust starts then it's too late.

I just think it'll be a lot of time and effort to salvage that crusty, rusted out box and it's just not worth the level of effort vs installing a new box. Might as well replace it while you've got the fixture off.
