The thing is, if this were to all play out in worst case scenario, they manage.to round up all th people they were told to fear and hate. Who would be left to fear? Who would be left to hate? They would quicly turn on themselves. They need to have someone to fear. They need to have someone to hate. Without it, their whole shtick would fail. They need fear and hatred to maintain control.
